Baltimore Consulting Strengthens Social Care and Housing Leadership to Support Local Authorities

Baltimore Consulting is proud to announce the promotion of Terry Lee to Divisional Lead for Social Care and Housing, reinforcing our continued commitment to supporting Local Authorities across London, the South East, and the South Coast with specialist, high impact recruitment solutions.

Since joining Baltimore Consulting in 2022, Terry has established himself as a trusted subject matter expert within Adult Social Care and Public Health. Working across both interim and permanent appointments, Terry has partnered with councils throughout the South of England, most recently supporting three new neighbouring Local Authorities within a single month to meet urgent and complex hiring needs.

In his new role, Terry will lead the Social Care and Housing division alongside Nikki Smith, Divisional Manager, strengthening Baltimore Consulting’s consultative, solutions focused approach to Public Sector recruitment.

At the heart of Terry’s work is a clear understanding that every brief represents real people and real communities. Whether supporting the stabilisation of safeguarding services, enhancing quality assurance, or helping councils navigate periods of leadership change, his focus has always been on long‑term, meaningful impact.

Known both internally and externally for leading from the front, Terry combines deep sector knowledge with a genuine commitment to outcomes that matter. By placing the right people into the right roles, he helps councils deliver safer services, more consistent practice, and better outcomes for residents who rely on them every day.

Reflecting on his promotion, Terry said:
