Reporting to the Service Director for Infrastructure and Project Delivery, you will be the senior professional lead for all aspects of highways maintenance. You will oversee the planning, development, and delivery of services including:

  • Carriageways, footways, and cycleways
  • Green infrastructure
  • Drainage and resilience
  • Highway structures
  • Customer engagement for highways

You will ensure services are delivered to the highest standards, aligned with legislation, best practice, and the Council’s strategic objectives.
 
Your role as Interim Head of Highways Maintenance and Management:

  • Provide strategic leadership and expert guidance across all highways maintenance functions.
  • Develop and implement policies, plans, and contracts that support sustainable infrastructure and community outcomes.
  • Lead operational teams, ensuring effective resource management, compliance, and performance.
  • Drive service innovation and continuous improvement through data-led decision-making and stakeholder collaboration.
  • Represent the Council at senior-level meetings and contribute to county-wide infrastructure planning and delivery.
  • Mentor and inspire teams, fostering a culture of excellence, professional growth, and succession planning.

 
Your previous experience as Interim Head of Highways Maintenance and Management:

  • Has extensive experience in highways or infrastructure management within a local authority or similar environment.
  • Demonstrates strong strategic thinking, operational oversight, and people leadership.
  • Is confident in managing complex projects, budgets, and stakeholder relationships.
  • Brings a deep understanding of relevant legislation, risk management, and performance frameworks.
  • Is passionate about delivering high-quality, resident-focused services that support economic growth and environmental sustainability.
