Job Title: Senior Commissioning Officer/Manager
Location: South West England (Hybrid – remote with onsite 1 day every 1–4 weeks)
Rate: £44/hour (umbrella)
Contract: 4-month interim
Start: ASAP – IT provided

A South West local authority is seeking an experienced Senior Commissioning Officer/Manager to join a small, high-impact commissioning team. The role supports children’s social care and education, focusing on services for young people aged 16+.
You’ll lead the full commissioning cycle – from shaping briefs and developing business cases to managing procurement and provider relationships – with the autonomy to work independently and drive solutions.
 
Key Requirements:

• Strong commissioning and contracting background (children’s services – excluding placements)
• Proven experience delivering end-to-end projects
• Knowledge of the 16+ market, including procurement and service development
• Strategic and operational capability with minimal supervision

Essential Requirements:

• Strong experience in commissioning children’s services (excluding placements)
• Proven delivery of full commissioning cycle and procurement
• Knowledge of the 16+ market (e.g. supported accommodation)
• Ability to work strategically and independently
• Strong stakeholder and provider engagement skills
• Understanding of relevant legislation (e.g. Children Act, Care Act)
