Interim Procurement and Contracts Manager
South London Local Authority (hybrid working)
Initial 3-6 month contract
£500 p/day (inside IR35)

Are you an experienced procurement professional ready to lead in a dynamic public sector environment? Baltimore Consulting have an exciting opportunity for a Procurement and Contracts Manager to join a South London Local Authority during a transformative time for procurement. You will play a pivotal role in delivering outcomes that support our organisational priorities, working closely with colleagues to ensure best practice, innovation, and compliance.
 
Your role as the Procurement and Contracts Manager:

  • Provide functional and operational leadership to a Procurement Specialist .
  • Support and advise project teams on procurements above UK thresholds, ensuring compliance with PCR 2015 and preparation for Procurement Act 2023.
  • You’ll take a hands-on approach to shaping procurement and contract management strategies across diverse categories including Property Services, Housing Capital Schemes, Governance and Legal.
  • Develop and implement robust contract management approaches and strategies.
  • Ensure procurement risks are identified and mitigated, and opportunities are realised.
  • Provide expert advice, guidance, and training across the organisation.
  • Champion continuous improvement and ensure alignment with corporate objectives.

 
Your previous experience as a Procurement and Contracts Manager:

  • Strong knowledge of public sector procurement legislation, including PCR 2015, the Procurement Act 2023, and the Provider Selection Regime.
  • Experience across multiple procurement categories with demonstrable expertise in tendering, evaluation, and contract governance.
  • Excellent communication and stakeholder engagement skills – both internal and external.
  • A professional procurement qualification (e.g., CIPS) or equivalent experience.
  • Strong IT skills and experience with e-procurement platforms (ProContract experience advantageous).
  • A collaborative, strategic thinker who is ready to drive innovation and best practice.
