Reporting into the Head of Regulatory Services this role plays a critical part in ensuring that all residents have access to safe, decent, and genuinely affordable homes by 2030, with a focus on improving standards across the private rented sector.

About the Private Housing Group Manager Role:

  • Lead delivery of housing strategy for private rented accommodation, including licensing, enforcement, empty property initiatives, and vulnerable resident support.
  • Oversee a portfolio of licensing schemes: Mandatory, Additional, and Selective for HMOs and single dwellings.
  • Manage multi-disciplinary teams responsible for property standards, tenant protection, and enforcement of housing legislation.
  • Oversee administration of Disabled Facilities Grants and other housing-related financial support.
  • Represent the Council on pan-London housing forums and report to Members and Committees.
  • Ensure compliance with housing legislation including Housing Act 2004, RIPA, PACE, and the Regulator’s Code.
  • Contribute to the wider Regulatory Services and Community Safety leadership, with budget oversight (£2-4m annually).

 
Your previous experience as a Private Housing Group Manager:

  • Chartered Environmental Health qualification (or equivalent in a related field).
  • Extensive knowledge of housing law, licensing schemes, and property standards enforcement.
  • Proven leadership in managing multi-disciplinary teams within a regulatory or enforcement context.
  • Experience of successfully leading major housing-related programmes and projects.
  • Deep understanding of compliance, data protection, and health & safety legislation.
  • Track record in financial management, performance monitoring, and delivering value-for-money services.
