Baltimore is partnering with a London Borough to recruit a Heat Metering and Billing Project Manager, a pivotal role delivering one of the Council’s highest-profile energy transformation projects.

About the Heat Metering and Billing Project Manager role:-

You will lead the strategic implementation of the Council’s heat metering and billing function across its expanding heat networks, currently serving over 3,200 residents and expected to grow. With forthcoming changes under the Energy Act and Heat Network Metering and Billing Regulations, this role is crucial in ensuring full compliance, best practice, and resident-focused delivery.
You will be responsible for designing and executing a billing strategy that optimises income—currently valued at approximately £10M—while working cross-functionally with legal, financial, technical, and resident-facing teams to deliver a unified and future-ready approach.

Key Responsibilities:-

Project & Change Leadership:

  • Own and lead the heat metering and billing transformation programme—on time, within scope and budget.
  • Collaborate with Energy Programme Managers, legal advisors, accountants, and technical experts to deliver regulatory compliance.
  • Drive change management to embed customer protection and service excellence at every stage.
  • Evaluate and adapt current housing systems (Open Housing, CRM, etc.) to support end-to-end billing processes.
  • Serve as the key decision-maker on operational matters, with escalation responsibility on legal, financial, and multi-agency issues.

Strategy & Insight:

  • Develop and recommend the most suitable billing solution for the Borough in collaboration with internal teams and residents.
  • Benchmark against other local authorities and registered providers to adopt best-in-class practices.
  • Lead consultations and policy development aligned with government reforms and consumer protections.
  • Analyse lease and tenancy agreements to ensure billing compliance and legal alignment.
  • Procure and oversee the implementation of a gateway data system to support billing accuracy.

Stakeholder Engagement & Governance:

  • Co-design billing models with residents through focused working groups, ensuring fairness and transparency.
  • Produce key reports including annual summaries, impact analyses, and leadership briefings.
  • Monitor performance indicators and ensure consistent delivery in line with the Customer Charter and Priority Services Register.

You will bring to the role:-

  • Strong knowledge of district heating systems and heat network regulations
  • Experience in service charge billing across multiple tenures in local authorities
  • Demonstrated ability to lead complex projects from strategy to execution
  • Sound understanding of housing legislation and billing technologies
  • Excellent stakeholder management and communication skills
  • Proven success in governance, procurement, contract evaluation, and data analysis
  • Commitment to resident co-design, inclusivity, and continuous improvement
