Commissioning Manager – Reablement Services

£430 p/d per day (Via Umbrella)

This is a pivotal role within our Adult Social Care (ASC) Commissioning team, reporting directly to the Corporate Head of Services for ASC Strategy, Transformation and Partnerships. The role will focus on developing and delivering a reablement service model that maximises effectiveness, impact, and quality, in line with our ‘Promoting Independence’ transformation priority.
Key Responsibilities

  • Review findings from the recent Reablement Review (2023) and the current draft improvement plan to identify key issues and opportunities.
  • Gather additional intelligence (qualitative and quantitative) on service performance, user journeys, outcomes, and experiences.
  • Conduct research with service users, front-line workers, social workers, health practitioners, and commissioners to co-produce a new service model.
  • Benchmark good practice locally and nationally, focusing on high-performing service models.
  • Assess the current commissioning model and propose options for future delivery, considering value for money, outcomes, risks, and strategic drivers.
  • Develop and initiate a practical implementation plan for agreed improvements.

 
Essential Skills and Experience:

  • Extensive experience in the Adult Social Care sector, including knowledge of strength-based approaches and the wider health and social care system.
  • Expertise in reviewing services, identifying areas for improvement, and designing new service models.
  • Strong understanding of commissioning in Adult Social Care, including outcomes-based commissioning and contract improvement plans.
  • Analytical skills to assess performance data, client feedback, and financial trends.
  • Excellent communication and interpersonal skills to engage and influence diverse stakeholders.
  • A track record of delivering improvement projects on time and within budget.
