Capital Programme Delivery Manager
6-month interim contract to start December 2025
London £600-£650 per day Inside IR35 (via umbrella)
Hybrid working – 2 days on site

Reporting into the Head of Property Services, you will lead a team of 6 and oversee the strategic planning, procurement, and delivery of multi-million-pound capital works programmes. You’ll be responsible for embedding performance governance, managing contractors and consultants, and driving continuous improvement across the asset management and capital delivery functions.
You will have a proven track record in managing large-scale housing capital contracts, delivering value for money, and working collaboratively with residents and stakeholders. You’ll be operating at a senior level within a local authority, housing association, or private sector and bring strong commercial acumen and leadership capability.

Your Role as Capital Programme Delivery Manager:

  • Ensure effective delivery of investment projects into tenanted homes, including leaseholder considerations
  • Oversee compliance with Building Safety Regulator (BSR) requirements, including the Gateway Process
  • Lead the strategic delivery of the Capital Works Programme, ensuring quality, compliance, and resident satisfaction
  • Deputise for the Head of Property Services and support global budget management
  • Evaluate contractor and consultant performance, ensuring regulatory targets and value for money
  • Embed External / Capital Works Standard across neighbourhood and capital schemes
  • Develop partnerships across council departments, public sector bodies, and community organisations
  • Represent the organisation at local and national forums, promoting innovation and excellence
  • Provide timely reports to senior management and the Board

Your previous experience as Capital Programme Delivery Manager:

  • Demonstrable experience of delivering investment projects into tenanted properties and managing leaseholder engagement
  • Knowledge and practical experience of BSR compliance and Gateway Process requirement
  • Minimum 5 years in a comparable senior role, ideally within housing or local government
  • Proven leadership of multi-million-pound capital contracts and delivery teams
  • Strong understanding of construction contractual arrangements and partnering models
  • Commercial and strategic mindset with ability to appraise cost, risk, and outcomes
  • Experience in stakeholder engagement, performance management, and continuous improvement
