Reporting into the Head of Digital Product and Development, you will be responsible for leading major organisational redesign and transformation programmes across the Council.
You will oversee complex projects, manage multi-disciplinary teams, and ensure delivery of benefits within agreed timescales and budgets.
Expertise in Total Mobile Connect implementation and strong business experience in Housing Repairs is required to be considered for this role.
About the Programme Manager – IT role:
- Lead organisational change and transformation programmes to deliver cultural and service improvements.
- Manage multiple projects simultaneously, ensuring alignment with corporate objectives.
- Oversee programme budgets ranging from £100k–£1m in line with Council processes.
- Lead and motivate project managers, officers, and wider multi-disciplinary teams.
- Establish governance, project boards, and reporting structures appropriate to programme scale and risk.
- Build strong working relationships with internal and external stakeholders to influence and deliver change.
Your previous experience as a Programme Manager – IT:
- Proven track record of successfully delivering large-scale transformation and change programmes (preferably within Local Government).
- Strong programme and project management skills, with experience in both Agile and Waterfall methodologies.
- Demonstrable leadership in managing multi-disciplinary teams and driving service redesign.
- Excellent stakeholder engagement and influencing skills, with experience working across all organisational levels.
- Political awareness and understanding of current local government policy and funding challenges.
- Skilled in budget management, risk mitigation, and governance processes.
