Strategic Commissioning & Systems Development Lead
6-month interim contract (potential extension)

£450 per day
Inside IR35 (via umbrella)
Hybrid working – minimum 1 day/week onsite

Baltimore Consulting are partnered with a Local Authority in London who are looking for a strong Strategic Commissioning Lead to support two high-profile transformation projects within the Children’s Services and Public Health space. These initiatives carry significant political and public visibility and will require an experienced project leader who can manage complex stakeholder dynamics and deliver results across multiple workstreams.
 
Your Role as the Strategic Commissioning & Systems Development Lead:

  • Lead and coordinate the recommissioning of Youth and School Nursing Services including preparing service specifications, tender documentation, and supporting cabinet decisions.
  • Collaborate with senior leaders and stakeholders to shape service delivery models and future workforce plans.
  • Provide strategic coordination for the Children’s Centres and Health Visiting transformation programme, navigating structural, provider and site-level changes.
  • Drive delivery through working groups, ensuring deadlines and governance requirements are met.
  • Maintain project momentum through effective communication, risk management and stakeholder engagement.

 
Your Experience as a Strategic Commissioning & Systems Development Lead:

  • Proven track record managing complex projects/programmes within public sector environments – preferably in children’s services, public health, or early intervention.
  • Strong political awareness with the ability to gain buy-in from elected members and cross-sector stakeholders.
  • Demonstrated ability to deliver through influence, coordination and structured project methodology.
  • Excellent written and verbal communication, with experience drafting strategic plans, business cases and cabinet papers.
  • Experience with commissioning, tendering or service redesign is highly desirable.
