This role provides strategic and operational leadership across the full Revenues and Benefits service, ensuring that Council Tax, Non-Domestic Rates, and Housing Benefits are delivered efficiently and in alignment with the Council’s corporate objectives.

You’ll be responsible for ensuring a strong customer focus while driving service performance and compliance.

About the Head of Revenues & Benefits:

  • Act as the Council’s lead technical expert on all matters relating to Council Tax, Business Rates, and Benefits
  • Shape and influence Council policy across Revenues & Benefits, working directly with Councillors and holding delegated powers
  • Lead on the procurement, performance management, and oversight of key contracts and delivery partners (including outsourced Revenues and Benefits services)
  • Oversee and coordinate external partners in billing, income collection, credit control, and income maximisation
  • Ensure timely and accurate submission of government returns—supporting the accounting of over £300 million annually and securing approx. £40 million in housing subsidy funding

 
Your previous experience as a Head of Revenues & Benefits:

  • Substantial senior leadership experience within Revenues & Benefits, ideally within Local Government
  • IRRV qualification and/or extensive specialist experience in Revenues and Benefits
  • Strong financial acumen, with a track record of managing complex, high-value budgets
  • Proven ability to lead high-performing teams and hold external contractors to account
  • Confidence to liaise at senior levels internally and externally, including report writing and policy briefings for Corporate Boards and Members
  • Demonstrated success in contract negotiation and delivering service improvements
