As the Head of Strategic Asset Management, you will lead the Council’s approach to asset management, ensuring the effective planning, investment, and performance of its housing and property portfolio.  

Reporting into the Director for Housing and Landlord Services, you will support with the delivery of a safe, sustainable, and high-performing housing service that meets the needs of residents and aligns with the Council’s strategic objectives. 

Your role as Interim Head of Strategic Asset Management:

  • Develop and implement the Council’s Asset Management Strategy, translating strategic priorities into operational delivery.
  • Lead the Asset Management, Building Safety, and Energy & Renewable teams, ensuring compliance with legal and regulatory standards.
  • Oversee the development of asset performance assessments, including financial, social, and environmental returns.
  • Manage the 30-year Housing Revenue Account (HRA) business plan and contribute to annual investment planning.
  • Lead on building and fire safety strategy, including preparation for regulatory inspections.
  • Drive service improvement through resident engagement, feedback, and performance monitoring.
  • Provide strategic leadership in change management, cultural transformation, and service development.

 
Your previous experience as Interim Head of Strategic Asset Management:

  • Relevant professional qualification in a property-related field or equivalent experience.
  • Proven leadership in strategic asset management, ideally within housing or public sector.
  • Strong analytical, financial, and project management skills.
  • Experience managing compliance in energy, building safety, and landlord services.
  • Skilled in interpreting property data and using digital tools for asset planning.
  • Membership of a relevant professional body (e.g., RICS, CIH).
  • Experience with HRA business planning and social housing regulation.
