Our client – a local authority in the North, is seeking an experienced Transformation & Change Business Analyst to support its investment administration function as it transitions to an FCA-regulated entity. This role is critical to shaping systems, processes, and controls that enhance efficiency and compliance across Investment Management and Operations.
Your Role as a Transformation & Change Business Analyst:-
- Review and refine business processes to support automation and regulatory compliance.
- Engage stakeholders at all levels, from Board members to operational teams.
- Conduct process mapping and strategic analysis to drive improvements.
- Support multi-workstream change projects in investment management.
- Assist in defining and implementing FCA requirements, including risk controls, compliance reporting, and segregation of duties.
- Work with the service to undertake a full service review of payroll service, process and systems:
- Undertake review of current state including business process / value stream / customer journey mapping and identification of current issues and waste in the system. This should identify and prioritise areas of high volume and cost to ensure future design has the biggest impact.
- Review with service opportunities for future state, including digital and other opportunities.
- Develop future state design including process redesign to address areas of inefficiency and waste.
Your Previous Experience as a Transformation & Change Business Analyst:-
- Strong understanding of FCA regulations in pensions and financial services.
- Proven ability to assess live service teams and optimise cross-departmental workflows.
- Proficiency in Microsoft Visio and Office suite.
- Experience in payroll system improvements and “lean” methodologies is advantageous.
- Ability to work independently, manage priorities, and lead strategic change initiatives.
- Proven experience in business analysis, with a focus on process mapping, process redesign, and implementing improvements on payroll systems and processes.
- Sound knowledge of LEAN and experience in leading change and re-engineering processes.
- Strong data analysis skills, including the ability to interpret payroll data, identify trends, and generate actionable insights.
- Excellent communication skills, with the ability to engage stakeholders and translate technical concepts into clear, actionable recommendations.
- Experience managing projects or contributing to the successful delivery of system upgrades or implementations.
- Knowledge of local government payroll systems, policies, and procedures.
- Experience working in a public sector or large organizational setting is desirable.
- Certification in business analysis (e.g., BCS, CBAP) or relevant payroll qualifications.
- Familiarity with project management methodologies such as Agile or Prince2
