Interim SEND Tribunal Officer  
Initial 3-month interim contract 
£400 per day (inside IR35) 
North London Local Authority (1 day per week on site expectation)

Baltimore Consulting are partnered with a North London Local Authority an Interim SEND Tribunal Officer to lead on complex casework, represent the council at SEND tribunals, and help shape service delivery in a high-impact role.
 
Your role as SEND Tribunal Officer:

  • Represent the Local Authority at SENDIST hearings, defending the appropriateness of EHCPs and proposed provisions.
  • Take ownership of complex SEND appeal cases, including mediation and negotiation with families and professionals.
  • Advise and support colleagues on legal frameworks, tribunal processes, and best practices.
  • Prepare responses to complaints, Local Government Ombudsman enquiries, and Subject Access Requests.
  • Support the SEND team with risk mitigation, reducing exposure to appeals, litigation, and complaints.
  • Maintain accurate records using relevant IT systems.

 
Your previous experience as a SEND Tribunal Officer:

  • Significant experience in managing SEND casework, particularly within tribunal and mediation contexts.
  • Excellent understanding of SEN legislation, EHC planning, and multi-agency collaboration.
  • Strong communication and negotiation skills, especially in high-pressure and emotionally sensitive situations.
  • Able to meet tight deadlines and maintain detailed, accurate records.
  • Enhanced DBS required.
  • Familiarity with the Equality Act and related safeguarding frameworks.
  • Previous experience using the Synergy system.
  • Professional or degree-level qualification in Education, Social Care, or Health.
