Job Title: Interim Quality Assurance Reviewing Officer (QARO)
Location: South West Local Authority (hybrid working – 3 days on site p/w)
Rate: £45 – £50 per hour (inside IR35)
Contract: Initial 3 month interim (view to extend)

Baltimore Consulting are seeking an experienced and passionate Quality Assurance Reviewing Officer (QARO) for an interim contract within our forward-thinking Children’s Services team.

You’ll be joining a dynamic and supportive team, helping to embed our successful Family Safeguarding Model and ensure high-quality care and protection practices.
 
Your role as the Quality Assurance Reviewing Officer:

  • Provide independent oversight and quality assurance across children’s social care, including Child Protection, Looked After Children, and fostering functions.
  • Your focus will be on championing the rights of children, facilitating statutory reviews, challenging and supporting practice, and influencing service improvement across the directorate.
  • Chairing child protection conferences, LAC reviews, and fostering reviews.
  • Ensuring statutory compliance under the Children Act 1989 and Working Together 2023.
  • Escalating concerns where necessary and promoting accountability in care planning.
  • Driving a strengths-based, child-centred approach to safeguarding and service delivery.

 
Your previous experience as Quality Assurance Reviewing Officer:

  • A recognised Social Work qualification and registration with Social Work England.
  • At least 5 years’ post-qualified experience, including managing complex safeguarding and care planning cases.
  • Demonstrable experience of chairing multi-agency meetings and influencing practice.
  • Excellent knowledge of current legislation, child protection procedures, and performance frameworks.
