Service Manager – Children’s Residential Services  
6-month interim contract
North West Local Authority
£500 p/d (inside IR35)
Hybrid working – 2-3 days per week on site (flexibility required depending on needs of the service)

Baltimore Consulting are partnered with a Council in the North who a looking for a dedicated Service Manager to lead Children’s Disability Services, including CCHDT and Residential Respite. This role focuses on delivering high-quality care, ensuring positive outcomes, and maintaining compliance with policies and regulations. You will provide strong leadership, manage resources effectively, and champion safeguarding and child-focused decision-making.
 
Your role as Service Manager – Residential:

  • Lead and manage multi-agency teams, ensuring effective assessment, planning, and interventions.
  • Ensure compliance with safeguarding regulations and champion child protection policies.
  • Provide direct line management and professional supervision to frontline managers.
  • Promote participation and ensure the voice of the child is central to service delivery.
  • Build and sustain partnerships with statutory services and voluntary/community sectors.
  • Oversee recruitment, training, and development of staff, ensuring safe recruitment practices.
  • Effectively manage budgets, resources, and financial planning within the service area.
  • Monitor performance, address areas for improvement, and ensure continuous service development.
  • Investigate and respond to staff conduct, complaints, and capability issues as necessary.
  • Ensure adherence to the Data Protection Act and Freedom of Information Act regulations.

 
Your previous experience as a Service Manager – Residential:

  • Proven experience managing multi-agency teams within statutory children’s services.
  • Strong leadership and management skills, with experience in service improvement.
  • Ability to manage budgets and resources effectively.
  • Expertise in safeguarding and child protection practices.
  • Ability to analyse data, monitor performance, and implement service improvements.
  • Experience in managing change and fostering a culture of continuous learning.
  • Demonstrated ability to work collaboratively across agencies and sectors.
  • Professional qualification such as DIPSW, CQSW, or equivalent.
  • Desirable: Additional management training or qualifications, such as DMS or NVQ5 in Management.
