At Baltimore Consulting, our purpose is simple yet powerful: to recruit experts who make a meaningful difference within public sector services and local communities across the UK. Throughout 2025, our specialist recruitment teams delivered impactful work across Education, SEND, Social Care, Children’s Services, Adult Social Care, Public Health, Housing, Property, and Regeneration. This report highlights how our partnerships with local authorities shaped positive outcomes for children, families, and vulnerable adults nationwide.
Education & SEND Recruitment Impact: Supporting Rising Demand
With 5% of UK children now having EHCP plans in place, demand for SEND specialists has never been higher. Our Education recruitment team worked alongside councils across the UK to deliver over 81 SEND projects, supporting essential service delivery during a period of rapid change.
We also responded to increasing complexity in the system, delivering 20 tribunal support projects. By placing highly skilled SEND and EHCP professionals, we helped local authorities secure fair and timely outcomes for families, reinforcing our role as a leading SEND recruitment partner.
Children’s Social Care Recruitment: Strengthening Corporate Parenting
Statutory homelessness among care leavers aged 18–20 has risen by 54% since 2020, highlighting the urgent need for skilled leadership within children’s social care. Across 2025, we partnered with 16 local authorities, placing experienced Interim Heads of Service, Corporate Parenting Leads, and Social Care Directors and Social Care Managers to strengthen outcomes for young people leaving care.
Our commissioning recruitment specialists also played a crucial role, supporting 23 social care commissioning projects with Commissioning Manager requirements across Adult Social Care and Children’s Services to help local authorities meet demand amid budget challenges and complex reform.
Adult Social Care & Public Health Recruitment: Reducing Inequality
Public health inequalities have contributed to over one million deaths in the UK in the past decade. In response, our Adult Services and Public Health recruitment teams supported 14 local authority projects, placing Directors of Public Health, Public Health Consultants and Health Improvement specialists focused on reducing inequalities and improving population health.
These professionals helped local authorities deliver targeted health initiatives, protect residents from risks, and strengthen health resilience.
Housing, Property & Regeneration Recruitment: Supporting Vulnerable Communities
In 2025, analysis showed 354,000 people were experiencing homelessness in England. Our Housing & Regeneration recruitment team worked with 15 local authorities, providing Housing Needs Managers, Directors of Housing and Homelessness, Asset Managers and Regeneration specialists to protect vulnerable residents and keep families together.
With poor housing estimated to cost the NHS £1.4bn per year, our placements contributed not only to improved housing standards but also to reduced system pressure.

Our work throughout 2025 demonstrated the transformative power of placing the right people in the right roles. In 2026, we remain committed to being the UK’s trusted public sector recruitment partner, providing exceptional talent across critical frontline and strategic services.
