Interim Transport Manager (SEN & Fleet)

£400 per day (Inside IR35 via umbrella)

Baltimore Consulting are supporting a busy borough, who are seeking an experienced Interim Transport Manager to provide strong, steady leadership during a period of change. This is an exciting opportunity to make a real impact across statutory home-to-school transport services, social care transport, and fleet management, ensuring safe, compliant, and efficient delivery for children, families, and wider stakeholders.

The successful candidate will have strong local authority transport knowledge, guiding the service through policy review, budget pressures, and safeguarding requirements, while maintaining a focus on customer service and operational excellence. You’ll be joining at a crucial time to ensure stability, efficiency, and improved outcomes across the Council’s transport provision.

Your role as Interim Transport Manager:

  • Provide strategic and operational leadership across Education Transport and Fleet Management services.
  • Oversee statutory responsibilities for home-to-school transport, social care transport, and fleet operations.
  • Lead policy and process development to ensure compliance with statutory regulations and Council strategy.
  • Manage and support staff, identifying training needs and ensuring performance standards are met.
  • Drive efficiencies and cost reductions while improving customer service.
  • Collaborate with Commissioning, Finance, Licensing, and safeguarding teams to ensure robust compliance.
  • Provide expert advice to senior management, elected members, schools, and stakeholders.

Your experience as Interim Transport Manager:

  • Proven leadership experience in transport or fleet management within a local authority or similar setting.
  • Demonstrable success managing statutory responsibilities and delivering services under budgetary pressures.
  • Strong understanding of safeguarding, compliance, and risk management frameworks.
  • Experience of contract management, procurement, and monitoring contractor performance.
  • Confident working within financial constraints and implementing change effectively.
