As Strategic Property & Accommodation Lead, you will report into the Strategic Estate Manager and take a pivotal role in defining how the organisation uses its estate to support modern service delivery. You will operate at the centre of strategic decision‑making, influencing senior leaders and Members, and ensuring property and accommodation strategies align with corporate priorities, affordability and long‑term sustainability. You will act as the strategic bridge between Asset Management & Property Services and council services, leading the delivery of estate planning, space utilisation and accommodation strategy. With responsibility for shaping service estate plans and supporting delivery of the Corporate Asset Management Plan 2026-2029, this role is about leadership, challenge and clarity. The Strategic Property & Accommodation Lead will be trusted to bring pace, assurance and confidence to complex programmes from day one.

Your role as Strategic Property & Accommodation Lead:

  • Driving strategic estate planning and portfolio optimisation to support future operating models
    • Setting the corporate approach to space utilisation and accommodation strategy
    • Acting as AMPS’ key liaison with services and corporate functions
    • Providing strategic oversight of business cases, feasibility and early‑stage proposals
    • Managing risk, governance and assurance across estate and accommodation programmes

Your previous experience as Strategic Property & Accommodation Lead:

  • Proven experience delivering Corporate Asset Management Plans within local authority or complex estate environments
    • Strong analytical capability, political awareness and confidence influencing senior leaders and Members
    • Experience leading strategic change, policy development and operating in high‑pressure, high‑profile settings
    • A strong grasp of how estates, accommodation and workplace strategy enable service delivery, balancing ambition with affordability
    • Knowledge of local government environments, governance processes and budget management, allowing you to add value immediately

About the Job Reporting to the Strategic Estate Manager, this role delivers the Council’s strategic approach to estate planning, space and accommodation strategy, and development of service estate plans aligned to service strategies, the Corporate Strategy, and the Asset Management Strategy. The postholder will act as Asset Management & Property Service’s (AMPS) liaison with council services and corporate functions for the delivery of the Action Plan as set out in the Corporate Asset Management Plan 2026-2029.

This is what we need you to do…

• Deliver long-term planning and portfolio optimisation to ensure the Council’s estate supports future operating models, service delivery needs, and financial sustainability.

• Deliver development of Strategic Estate Plans aligned with organisational strategies.

• Deliver corporate strategy on space utilisation, accommodation planning.

• Provide expert challenge and strategic advice to services on their estate and accommodation requirements, ensuring alignment with corporate priorities and affordability constraints.

• Provide strategic oversight of all accommodation moves.

• Maintain oversight of property-related risks, interdependencies and constraints across programmes and projects, ensuring proactive mitigation and escalation.

• Support modernisation of AMPS processes, data usage and reporting.

Business Case Development & Strategic Analysis

• Provides strategic oversight and assurance of business cases and early-stage proposals

Space & Accommodation Management

• Sets the strategic approach for corporate accommodation and workplace transformation, ensuring proposals align with corporate priorities, standards, and long-term estate strategy.

Governance, Assurance & Compliance

• Ensure compliance with statutory duties, H&S and corporate governance.

• Prepare and submit reports, approval papers and supporting documentation.

• Maintain clear audit trails and ensure compliance with policies and assurance requirements.

• Embed sustainability and carbon reduction goals into estate and accommodation strategies, ensuring alignment with corporate climate commitments.

• Drive improvements in data quality and digital tools to strengthen evidence-based estate planning, forecasting and performance reporting.

• Set the Council’s corporate landlord approach, define asset ownership principles and govern service use of assets.

• Support development and continuous improvement of AMPS governance frameworks.

• Advise AMPS SMT, senior leaders, Members and stakeholders on progress and risks.

• Ensure financial assessments are realistic and evidence based.

• Highlight commercial risks and delivery constraints during feasibility.

• Ensures compliance with relevant Statutory and Legislative Frameworks

Monitoring and ongoing development of outcomes

As part of the regular appraisal, outcome-based targets will be developed in conjunction with the post holder and will supplement this job profile. The job profile will be subject to regular review and the Council reserves its right to amend or add to the accountabilities listed above.

Experience

• Experience in the development and delivery of Corporate Asset Management Plans for Local Authorities, estates, accommodation.

• Senior stakeholder and partnership management experience.

• Experience delivering strategic change and developing policies.

• Experience developing feasibility studies, business cases or early-stage proposals.

• Experience with multidisciplinary teams.

• Experience navigating governance and assurance processes.

Education & Qualifications

Essential (At least one of)

• Leadership/management qualification

• A degree or qualification in a relevant subject

• Membership of a related professional organisation (eg RIBA,

RICS, CIOB, IMP, CIBSE)
