Contract: Interim role, full‑time (initial 3 months with potential to extend)
Location: The Midlands / Hybrid (minimum 3 days per week on‑site)
Rate: £350 per day (Inside IR35). Possible scope for negotiation DoE

Our client is seeking an Interim Learning Disabilities Service Manager to drive transformation, strengthen operational delivery, and lead the LD service through a focused period of improvement.
In this role, you won’t just be overseeing day‑to‑day operations; you’ll be shaping the future direction of the Learning Disabilities Service to ensure it remains high‑performing, person‑centred, and aligned with statutory responsibilities. You’ll play a pivotal role in modernising practice, embedding continuous improvement, and delivering high‑quality, sustainable outcomes.
About the Interim Learning Disabilities Service Manager role:
As the Interim Learning Disabilities Service Manager, your focus will be on leading service improvement, enhancing governance, and building a resilient and skilled workforce. You’ll champion best practice, strengthen financial oversight, and ensure the service meets all legal, safeguarding, and performance standards.
Key Responsibilities of Interim Learning Disabilities Service Manager:
- Oversee day‑to‑day operations of the Learning Disabilities Service in line with statutory duties and local policy.
- Monitor performance against KPIs, quality standards, and regulatory requirements.
- Drive continuous improvement through data analysis, audits, and feedback loops.
- Manage budgets effectively, ensuring financial sustainability and value for money.
- Forecast, monitor, and report on expenditure while identifying opportunities for efficiency.
- Support commissioning and procurement of specialist LD services.
- Governance & Safeguarding
- Ensure robust governance, strong safeguarding practices, and compliance with the Care Act, Mental Capacity Act, and related legislation.
- Maintain accurate documentation and reporting for internal and external scrutiny.
- Lead risk management and uphold high standards of safeguarding.
- Champion evidence‑based, person‑centred practice for adults with learning disabilities.
- Provide professional leadership, ensuring consistency, quality, and best‑practice approaches.
- Promote co‑production with individuals, families, and carers.
- Transitions into Adult Services
- Oversee transition planning for young people moving from children’s services into adult LD services.
- Work collaboratively with health, education, and social care partners.
- Develop effective pathways that support independence and long‑term progression.
- Lead, support, and motivate a diverse workforce, promoting learning, accountability, and high performance.
- Ensure effective recruitment, retention, and workforce planning.
- Provide supervision, appraisals, and professional development opportunities.
Your previous experience as an Interim Learning Disabilities Service Manager:
To excel in this role, you will bring:
- Leadership Experience: Proven background as a Service Manager, Team Manager, or strategic lead within Learning Disabilities or Adult Social Care.
- Operational Expertise: Strong understanding of LD legislation, statutory responsibilities, safeguarding, and service delivery requirements.
- Change & Improvement Skills: Demonstrable experience driving service transformation, improving practice, and managing performance.
- Financial Acumen: Experience managing budgets, analysing expenditure, and delivering value for money.
- Stakeholder Engagement: Ability to collaborate, influence, and communicate effectively across multidisciplinary teams and with key partners.
- Strategic Mindset: A proactive, solutions‑focused approach to service development, problem‑solving, and decision‑making.
