This is a rare opportunity to step into a flagship commissioning programme at scale. As Senior Commissioning Manager – Age Well (Home Care Procurement and Community Services), you will lead a full re‑procurement of all home care services across a large and complex borough, with responsibility for a programme valued at £40m per year over a 5‑year term. Reporting into the Director of Commissioning, you will manage a team of 4–5 staff and play a critical role in shaping services that touch every aspect of adult social care delivery.
 
This programme will run for 12–18 months, offering real continuity, visibility and influence. If you thrive in high‑profile commissioning environments and enjoy leading people through complex change, this role delivers challenge, pace and impact from day one.
 
Your role as Senior Commissioning Manager – Age Well:

  • Lead the full re‑procurement of homecare services from specification through to contract award
  • Manage and motivate a team of commissioning professionals, setting clear direction and pace
  • Own tender evaluation and specification writing to ensure quality, compliance and value for money
  • Oversee contract management, service monitoring and provider performance across the market
  • Provide assurance on quality and safeguarding, including hands‑on management of provider failure
  • You will work closely with senior stakeholders and operational leads, ensuring commissioned services are resilient, outcome‑focused and fit for the future.
  • Oversight of community equipment services or assistive technology commisioning 

 
Your previous experience as a Senior Commissioning Manager – Age Well:

  • Proven experience leading homecare commissioning and procurement at senior manager level within a local authority setting
  • Strong background in tender evaluation and service specification writing
  • In‑depth knowledge of homecare contracts, mobilisation and ongoing performance management
  • Clear understanding of quality assurance frameworks and safeguarding responsibilities
  • Confident handling provider performance issues and provider failure responses
