Baltimore Consulting is seeking an experienced SEND Mediation, Resolutions & Tribunal Officer to join a North London-based Local Authority on an interim basis. Reporting to the Mediation & Tribunal Manager, you will be responsible for mediating and resolving disagreements, handling complaints, and managing tribunal cases.
Your Role as SEND Mediation, Resolutions & Tribunal Officer:
- Mediate and resolve disagreements between families, schools, health partners, and the local authority regarding SEN support and EHCPs.
- You will act as the lead officer for mediation, dispute resolution, complaints, and SEND Tribunal case management. This role requires a strong knowledge of SEND legislation and the Code of Practice, with the ability to represent the authority effectively at mediations and tribunals, while promoting early resolution of disagreements wherever possible.
- Represent the council at statutory mediations, ensuring a person-centred approach and clear communication of decisions.
- Manage appeals lodged with the SEND Tribunal (SENDIST), drafting and submitting case responses, position statements, and representing the authority at hearings.
- Oversee complaint handling relating to SEND, ensuring timely and effective responses within statutory and council timescales.
- Support tribunal case officers, ensuring casework is compliant with statutory frameworks, tribunal case directions, and deadlines.
- Contribute to quality assurance, service development, and training across the SEND team and partner organisations.
Your Experience as a SEND Mediation, Resolutions & Tribunal Officer:
- Detailed knowledge of SEND legislation and guidance, including the Children and Families Act 2014, SEND Regulations 2014, and the SEND Code of Practice 2015.
- Experience working with children and young people with SEND and their families.
- Proven experience of mediation, complaints handling, or tribunal casework in a local authority or SEND service.
- Excellent communication, interpersonal, and influencing skills.
- Ability to analyse complex information, prepare case documentation, and present evidence effectively.
- Experience supervising case officers and supporting professional development within a team.
- Educated to degree level or equivalent professional experience.
