The Quality Assurance Reviewing Officer (QARO) plays a pivotal role in ensuring that children and young people are at the heart of all decision-making processes. This service provides independent, professional support and challenge across varying levels of need, driving strengths-based practice and a culture of continuous improvement. QAROs ensure statutory and regulatory safeguarding requirements are met and exceeded, with a focus on improving outcomes for children, young people, and their families.

Your Role as QARO, Quality Assurance Reviewing Officer :

  • Provide high-quality independent oversight of practice across Children in Care, Child Protection, and Fostering Reviewing functions.
  • Champion the rights of children and young people, ensuring their voices are central to assessments and care planning.
  • Organise and facilitate statutory meetings in line with the Children Act 1989 and Working Together 2023, promoting effective participation and relationship-building.
  • Support and challenge operational practice to ensure improved outcomes for children.
  • Lead independent audits and quality assurance activities aligned with the Quality Assurance Framework.
  • Ensure senior leaders are informed about the quality of practice across the directorate.
  • Review and approve care plans, including adoption decisions, prior to court agreement.
  • Chair complex strategy meetings and Local Authority Designated Officer (LADO) meetings as required.
  • Provide safeguarding advice and ensure appropriate investigations into allegations against professionals and volunteers.
  • Respond to subject access requests in a timely and effective manner.
  • Escalate concerns regarding practice and care plans to senior leadership and seek independent legal advice when necessary.

    Your previous experience as QARO, Quality Assurance Reviewing Officer:

  • Proven experience in children’s social care, particularly in safeguarding and care planning.
  • Strong understanding of statutory frameworks including Working Together 2023 and Care Planning Regulations.
  • Demonstrable commitment to strengths-based, child-centred practice.
  • Ability to influence and support partners in complex and contentious situations.
  • Excellent communication and relationship-building skills with children, families, carers, and professionals.
  • Capacity for honest reflection and openness to learning.
  • Ability to manage competing priorities and work effectively in changing environments.
  • A strong value base that informs work with individuals, families, and partner organisations.
  • Relentless commitment to quality and service improvement.
  • Championing a child’s right to family life and meaningful participation.
  • Professional integrity and accountability in all aspects of practice.
  • Social Care qualification
  • Must demonstrate a high level of operational experience in a Local Authority setting
