Public Health Manager – Adult Mental Health

£350-450 per day via umbrella

3 month initial contract

We’re partnering with a forward‑thinking local authority to recruit an experienced Public Health Manager to support the delivery of public health and community priorities. You’ll lead programmes that improve population health, reduce inequalities, and strengthen commissioning across the system.

Your role as Public Health Manager

  • Lead development, delivery and evaluation of public health interventions and strategies.
  • Manage defined portfolio areas across the commissioning cycle, adapting to changing priorities.
  • Plan and deliver programmes and policies aligned to the Hub’s Service Plan.
  • Use local data, evidence and community insight to shape effective work programmes.
  • Build strong relationships with partners, adopting a systems‑leadership approach.
  • Assess services and interventions to ensure value for money and improved outcomes.
  • Provide technical public health advice to internal and external stakeholders.
  • Produce reports, briefings and Cabinet/Scrutiny papers.
  • Represent the Hub at boards and partnerships, including Integrated Locality Partnerships.
  • Line‑manage staff and oversee commissioning budgets, monitoring performance and risk.
  • Lead on Equality Impact Assessments and meaningful engagement with diverse communities.
  • Support corporate responsibilities and contribute to emergency response when required.

Your experience as Public Health Manager

  • Senior‑level experience in public health, health/social care commissioning, or wider determinants of health.
  • Strong track record in programme management, commissioning, procurement and contract oversight.
  • Experience delivering change in evolving policy or legislative environments.
  • Ability to build effective partnerships and communicate clearly at all levels.
  • Skilled in analysing data, evaluating impact and making evidence‑based decisions.
  • Strong report writing, presentation, negotiation and influencing skills.
  • Understanding of community development, behavioural science and service redesign.
  • Awareness of safeguarding and multi‑agency responsibilities.
  • Politically aware with confidence advising senior leaders.

Qualifications

Essential

  • Graduate or postgraduate qualification in a relevant field, or equivalent experience.
  • Strong literacy and numeracy (GCSE A–C/NVQ Level 4 or equivalent).
