Housing Technology Project Manager

Location: London
Contract: Interim (6 months Inside IR35)
Day Rate: £450-£600 per day – competitive (Inside IR35)

A London based local authority is seeking an experienced Housing Technology Project Manager to support the delivery and optimisation of their NEC/Northgate Housing system. This role will lead key phases of a multi‑year implementation programme, ensuring the effective roll out of core modules and improved operational processes across Housing services.

About the Housing Technology Project Manager role:

  • Lead the delivery of NEC/Northgate Housing projects, with a focus on assets, risk management, servicing, and related modules.
  • Drive a phased implementation roadmap aligned to the authority’s existing two‑year plan, ensuring clarity of direction and measurable progress.
  • Build strong working relationships with internal stakeholders across Housing, Repairs, Compliance and IT, ensuring engagement and alignment throughout delivery.
  • Analyse and optimise NEC workflows, work-in/out processes and system configuration to improve service efficiency and data quality.
  • Provide structured project governance, including planning, risk management, issue resolution, supplier coordination and progress reporting.
  • Liaise with NEC/Northgate and external partners to support delivery, troubleshoot issues and maximise system capability.
  • Support user readiness activities including UAT coordination, training support, documentation and change management.
  • Ensure project outputs meet compliance, regulatory and operational requirements.


Your experience as a Housing Technology Project Manager:

  • Strong experience working with NEC/Northgate Housing, particularly around implementation or optimisation of core modules (assets, risk management, servicing).
  • A clear track record delivering housing system projects within a local authority or housing association.
  • Ability to articulate and deliver phased implementation plans, breaking complex programmes into manageable workstreams.
  • Strong understanding of NEC processes, including workflow design, work-in/out functionality and operational configuration.
  • Proven ability to build effective relationships with technical teams, service managers, suppliers and senior stakeholders.
  • Excellent project management skills with experience in governance, planning, reporting and risk management.
  • Comfortable working within a multi‑year programme environment and aligning deliverables to an existing roadmap.
