Interim Project Manager – Renters Rights Act 2025

Reporting into the Director of Communities, you will be responsible for leading and coordinating the council’s implementation of the Renters Rights Act 2025, ensuring statutory compliance ahead of the May 2026 go-live date.
About the Interim Project Manager role:

  • Lead and coordinate a multi-disciplinary project delivery group spanning Housing, Environmental Health, Legal, Finance, Revenues & Benefits, Data, and Communications.
  • Develop, manage, and monitor a detailed implementation plan to ensure all statutory duties and council objectives are delivered on time.
  • Oversee the development, review, and updating of policies, procedures, enforcement frameworks, civil penalties, service charges, and IT system requirements.
  • Identify, manage, and escalate risks; ensure inclusion within the corporate risk register and assess resource, training, and recruitment requirements.
  • Manage reporting to MHCLG, ensuring compliance with statutory guidance, Equality Act 2010, and Public Sector Equality Duty.
  • Manage project budgets, including New Burdens Funding and income from registration fees, ensuring financial sustainability and cost recovery.

Your previous experience as an Interim Project Manager:

  • Proven experience delivering complex project or programme change within a local authority or housing environment.
  • Strong working knowledge of housing legislation and the private rented sector.
  • Demonstrable experience coordinating multi-disciplinary teams and senior stakeholders.
  • Experience in policy development, risk management, and statutory compliance.
  • Strong financial and budget management skills.
  • Excellent communication skills, with the ability to engage tenants, landlords, partners, and senior leaders.
