£650 per day (Inside IR35, via umbrella)
North West England – Hybrid working (3–4 days on-site)

Your role as Programme Manager for Highways Transformation:

• Lead a multi-million-pound transformation programme, driving delivery at pace
• Oversee organisational redesign and restructuring, ensuring successful implementation
• Bring together multiple programme workstreams into a single, coherent delivery plan
• Embed new structures, processes, and ways of working across the service
• Work hands-on with stakeholders on-site, ensuring progress and accountability

This is a role for someone who rolls up their sleeves, navigates complexity, and delivers tangible change—not someone who sits in planning mode.

Your experience as Programme Manager for Highways Transformation:

• Proven delivery of large-scale transformation or restructuring programmes
• Strong background in programme leadership across multiple workstreams
• Experience in design and change, rather than pure highways operations
• Understanding of place-based services, with highways exposure as an advantage
• Track record of embedding change and delivering results in pressured environments
