Interim Procurement & Contract Savings Consultant

Day Rate: £500 per day (Outside IR35)
Contract: 9 Months (Review at 6 Months)
Location: Mostly remote – on-site only when required
Start: Interviews w/c 16th March

A Council is seeking an experienced Procurement & Contract Savings Consultant to provide immediate additional capacity during a period of significant financial challenge and transformation.
With £42m in funding reductions over the next 3 years, the Council is reshaping how it delivers services and manages contracts. This interim role will play a crucial part in identifying savings, improving contract performance, and helping set a smarter, more commercial direction for the future.

The Role

You will lead a focused programme of contract reviews – both upcoming re-procurements and opportunities within existing contracts. Using benchmarking tools such as Oxygen Finance, you’ll identify above-market costs, evidence savings opportunities, and develop compelling business cases to drive change.
This role requires a blend of commercial acumen, strong data analysis, stakeholder engagement, and the ability to challenge current practices constructively.

Key Responsibilities

  • Review and analyse contracts across multiple service areas to identify savings and efficiencies.
  • Use benchmarking insights to validate commercial opportunities.
  • Develop strategies for consolidation, renegotiation, and improved supplier management.
  • Build and present robust business cases with clear, evidence‑based recommendations.
  • Engage service managers, procurement, and finance colleagues to ensure alignment with objectives.
  • Support knowledge transfer and leave behind improved procurement intelligence and processes.

 
Essential Skills & Experience

  • Strong background in public sector procurement and commercial contract management.
  • Excellent analytical skills and experience working with spend/benchmarking data.
  • Proven ability to deliver savings through negotiation, sourcing, and supplier review.
  • Confident communicator with strong stakeholder engagement experience.
  • Ability to work independently, prioritise effectively, and deliver at pace.
  • MCIPS desirable but not essential.
  • Local authority experience is strongly preferred.
