Inside IR35 (via umbrella)

Hybrid Working (2-3 days onsite preferred)

This is an outstanding opportunity for an experienced Highways Network Head of Service to take the lead on a critical highways and transport portfolio during a period of strategic delivery. Reporting into senior leadership, you will be responsible for driving service performance, leading high-profile infrastructure priorities and ensuring the network remains safe, resilient and fit for the future.

With significant visibility across the organisation, this role offers the chance to influence major transport initiatives, improve network performance and support long-term economic growth. 

Your Role as Highways Network Head of Service:

• Lead the delivery of a safe and resilient highway network with a strong focus on operational excellence and public safety.
• Drive traffic and congestion management strategies to improve network efficiency and customer outcomes.
• Provide leadership around asset stewardship, investment planning and value for money across the service.
• Support infrastructure programmes that enable economic growth, regeneration and community connectivity.
• Shape the delivery of major and sustainable transport networks, working collaboratively with internal and external partners.

Your Previous Experience as Highways Network Head of Service:

• Proven senior leadership experience within highways, transportation or infrastructure services.
• Strong track record of delivering strategic and operational improvements within a Local Authority
• Experience managing complex stakeholder relationships, elected members and executive-level reporting.
• Demonstrable success leading large-scale network, transport or asset management programmes.
• Ability to provide visible leadership, make informed decisions and deliver results within challenging timescales.
