Reporting into the Director of Housing Property Services, you will be responsible for leading landlord compliance, building safety, and residential safety programmes across the Housing Directorate.

You will act as the Council’s “Responsible Person”/“Duty Holder” under relevant legislation, ensuring statutory compliance, safety assurance, and delivery of the Golden Thread of Building Safety.

About the Head of Landlord Compliance and Building Safety role:

• Lead and manage landlord compliance commissioning teams, building safety functions, and residential safety programmes.
• Develop and implement safety assurance, audit protocols, and compliance frameworks in line with legislation.
• Act as primary contact for Regulators on health & safety and compliance matters.
• Deliver a proactive, data-led approach to building safety and compliance that is customer-focused and efficient.
• Lead the implementation of the Council’s Asset Safety Strategy and oversee strategic planning for compliance and health & safety.
• Ensure residents are engaged, feedback is captured, and used to drive service improvements.

 
Your previous experience as Head of Landlord Compliance and Building Safety:

• Significant leadership and people management experience, with ability to inspire, mentor, and manage multi-disciplinary teams.
• Strong knowledge of landlord compliance and housing health & safety regulations, including:
• Building Safety Act, CDM Regulations, Fire Safety, Legionella, Asbestos, Gas, Electrical, LOLER, HHSRS.
• Experience delivering compliance and building safety programmes in a regulated housing environment.
• Skilled in data analysis, forward planning, and translating strategy into operational delivery.
• NEBOSH National & Construction qualification (or equivalent).
• Politically astute, with excellent communication, negotiation, and presentation skills.
