Head of Capital Programme PMO

Day rate: £600–£650 per day
Contract position: Initially 4 months (strong view to extend)

Hybrid – 2 days on site per week

An exciting opportunity has arisen for an experienced Head of Capital Programme PMO to lead the strategic and operational delivery of a multi-million-pound capital investment programme for a local authority.

Role Overview – Head of Capital Programme PMO:

• Develop and implement PMO structures and frameworks for capital projects.
• Oversee programme governance, risk management, and performance reporting.
• Lead resource allocation, project gateways, options appraisals, and business case development.
• Provide strategic oversight and assurance to senior stakeholders and committees.
• Drive continuous improvement and embed a resident-focused culture across delivery.

Candidate Profile:

• Proven experience leading PMOs for large-scale capital programmes, ideally in the public sector.
• Strong expertise in governance, assurance, and performance management frameworks.
• Skilled in stakeholder engagement and reporting to senior committees.
• Excellent leadership and ability to embed robust processes across complex programmes.

Qualifications:

• Professional qualification in project/programme management (APM, MSP, PRINCE2) or equivalent experience.
• Extensive experience in capital programme delivery and PMO leadership.
