Education Capital & Place Planning Officer – Schools Infrastructure Programme

6 Month Interim Contract

East Midlands

Hybrid (2–3 days/week in office)

£475 per day Inside IR35 (via umbrella)

You’ll be supporting the Council’s statutory duty to secure sufficient education provision across a busy East Midlands LA, leading the delivery of capital projects and strategic planning for school places. This includes overseeing new school developments, facilitating academy conversions, and driving sustainability improvements across the maintained schools estate.

Your Role as Education Capital & Place Planning Officer:

  • Lead statutory school place planning, working with admissions, headteachers, planners, and developers.
  • Identify Section 106 opportunities and negotiate robust education infrastructure contributions.
  • Manage school capital projects from inception to completion, ensuring delivery against time, cost, quality, and sustainability targets.
  • Coordinate stakeholder engagement, consultations, and communications—including Cabinet-level reporting.
  • Support decarbonisation of the school estate and adoption of the DfE’s Good Estate Management System (GEMS).

Your Previous Experience as Education Capital & Planning Officer:

  • Proven track record in delivering education infrastructure or capital programmes.
  • Professional qualification in the built environment (e.g. architecture, surveying, engineering).
  • Recognised project management accreditation (e.g. RICS, APM).
  • Strong understanding of public sector processes, DfE funding, Building Bulletins, and school estate management.
