Baltimore Consulting are delighted to be supporting a London based Local Authority in their search for an experienced Delivery Manager to join their forward-thinking Transformation team. Reporting to the Head of Transformation, you will lead the Resident Experience Programme, a high-profile, strategic initiative designed to improve the way residents interact with council services. You will oversee the programme from concept to completion, ensuring delivery on time, within budget, and to the highest standards.
 
Your Role as the Delivery Manager:

• Leading multi-disciplinary teams to identify and implement outcome-focused improvements across the council.
• Driving co-production with staff and residents to ensure services are designed around real needs and experiences.
• Developing robust business cases that clearly define the benefits and impact of change.
• Maintaining detailed programme plans, managing risks, and providing clear progress updates to stakeholders.
• Building and maintaining strong relationships with residents, senior officers, trade unions, and partner organisations.
• Managing a team of up to four direct reports, providing coaching and support to foster a culture of innovation, inclusivity, and high performance.

 
Your Experience as a Delivery Manager: 

• To be successful, you will be an experienced leader with a passion for improving public services and a proven track record of delivering complex transformation programmes.
• Previous experience working within a local government environment.
• Demonstrable experience delivering complex projects or programmes as a Delivery or Programme Manager.
• Proven ability to co-produce change with residents, staff, and community stakeholders.
• Strong financial and budget management skills.
• Experience leading, managing, and developing diverse, multi-disciplinary teams.
• A qualification in project or programme management (PRINCE2, Agile PM, MSP) or equivalent experience.
• High political awareness and the ability to work effectively in a political environment.
