Change Lead – Highways, Transport & Infrastructure (Digital Transformation)
£500 – £600 per day

Our client, a local authority in the North West, is delivering a major digital transformation programme across its Highways, Transport & Infrastructure services. To support this exciting initiative, they are seeking a skilled Change Lead to drive the implementation of the Confirm asset management system and embed new ways of working across the organisation.
Key Responsibilities:
- Lead the full rollout of the Confirm system, ensuring it aligns with strategic goals and change management best practices.
- Develop and deliver a robust change management plan, including stakeholder engagement, communication, risk mitigation, and process automation.
- Collaborate with teams across highways, transport, and infrastructure to embed digital transformation and streamline operational processes.
- Design and implement training programmes to support staff at all levels in adapting to new systems and procedures.
- Promote a culture of continuous improvement and support the transition to new business-as-usual (BAU) processes.
- Monitor progress, report on key milestones, and ensure successful adoption of digital solutions.
- Provide coaching and support to overcome resistance and sustain momentum throughout the change journey.
Your Previous Experience as a Change Lead (Digital Transformation):
- Proven experience leading change initiatives in highways, transport, or infrastructure settings.
- Strong track record in delivering digital transformation projects, ideally involving Confirm or similar platforms.
- Skilled in business analysis techniques such as process mapping, requirements gathering, and benefits realisation.
- Excellent stakeholder engagement and communication skills, with the ability to influence at all levels.
- Experience designing and delivering training and communication strategies for diverse teams.
Desirable:
- Experience working on transformation projects within local government or the public sector.
- Professional qualifications in change management (e.g., Prosci, APMG).
- Business analyst certification or equivalent experience.
