Reporting into the Head of Access and Sufficiency, you’ll take a lead role in ensuring statutory sufficiency of education places while driving forward ambitious capital programmes that respond to growth, sustainability and community need. As Education Capital and Place Planning Officer, you’ll sit at the heart of strategic decision‑making, balancing demographic insight, political awareness and delivery excellence.

Your role as Education Capital and Place Planning Officer:

  • Lead school place planning using demographic data, capacity analysis and housing growth forecasts
    • Manage education capital projects, including new school builds and major expansions, from inception to delivery
    • Oversee funding agreements, Section 106 negotiations and procurement, ensuring value for money and compliance
    • Drive stakeholder engagement and consultation, including Members, schools, MATs and statutory partners
    • Champion sustainability and estate improvement, supporting decarbonisation and effective asset management

Your experience as an Education Capital and Place Planning Officer:

  • Proven experience in capital project management, commissioning or procurement within a public sector setting
    • Strong understanding of school organisation, education legislation and DfE design guidance
    • Ability to interpret cost plans, financial profiles and demographic data to inform strategic decisions
    • Experience advising headteachers and governing bodies on capital and estate matters
    • Confident working across multi‑agency partnerships to deliver complex outcomes
