Business Analyst – Highways Change Programme

£400–£500 per day | Outside IR35

This Business Analyst role sits at the centre of a high‑profile highways transformation, supporting a critical HAMS change programme where benefits realisation, savings delivery and system optimisation are the priority. Reporting directly into the Highways Special Projects Lead, this is a visible, fast‑paced assignment for someone who likes to get hands‑on, be on‑site, and make things work in the real world.

Your job as Business Analyst

  • Own user & role analysis across a complex HAMS landscape – internal teams, contractors, depot users and occasional users
  • Map processes end‑to‑end and unblock issues fast, identifying what’s stopping benefits being realised and fixing it at pace
  • Shape data governance & access models – SSO, external access, BYOD, permissions, storage and download controls
  • Align licences, devices and training to real roles, locations and ways of working across highways services
  • Lead UAT review & MVP assurance, ensuring contractual compliance and readiness for wider roll‑out and adoption

This role suits someone comfortable being on‑site, running workshops in depots, starting early when needed, and getting under the skin of how services actually operate. There’s an existing BA in post, but this assignment needs extra energy to tackle hands‑on service redesign, adoption challenges and system optimisation that can’t be solved from behind a screen.
What will make you stand out

  • Proven Business Analysis experience in complex, multi‑stakeholder environments (Local Authority or similar)
  • Confidence leading workshops, stakeholder mapping and process design on‑site and at pace
  • Experience working on highway projects is preferred
  • Extensive background working with Local Authorities
  • Practical experience with data governance, role‑based access and permissions
  • Background supporting training, adoption and behavioural change, ideally alongside L&D teams
  • A track record of turning analysis into measurable outcomes and savings
