Senior Commissioning Manager – Live Well

This is a high‑profile interim opportunity for a confident, delivery‑focused leader to step into a complex statutory portfolio. As Live Well – Senior Commissioning Manager, you will report directly to the Head of Integrated Commissioning and take ownership of commissioning across mental health and learning disabilities.
 
You will lead critical procurement activity, manage a team of 4–5 commissioning professionals, and hold accountability for services that support some of the most vulnerable residents.
 
This role suits someone who is comfortable operating at pace, influencing senior stakeholders and taking decisive action across quality, safeguarding and provider performance. With significant tenders live and further programmes in motion, this assignment offers both immediate impact and strong scope to extend long term.
Your role as Senior Commissioning Manager – Live Well:

  • Lead procurement for disability homecare services, including large‑scale, complex tenders
  • Oversee statutory services, with responsibility for mental health and learning disability commissioning
  • Manage and develop a team of 4–5 staff, setting direction and maintaining momentum
  • Own contract management and service monitoring, ensuring performance, value and compliance
  • Provide assurance on quality and safeguarding, including active management of provider failure
  • You will work closely with operational colleagues and senior leaders, balancing strategic commissioning with hands‑on delivery where needed.

Your previous experience as Senior Commissioning Manager – Live Well:

  • Strong background in integrated commissioning, with specialist expertise in learning disabilities & mental health within a local authority setting
  • Proven experience of tender evaluation and specification writing for statutory services
  • In‑depth knowledge of provider engagement, management of contracts, quality assurance frameworks and safeguarding duties
  • Demonstrable experience managing provider performance and provider failure responses
  • Experience leading commissioning services catering for bespoke packages of care and best value outcomes for residents
