Transfer & Disposals Surveyor
£300–£400 per day (DoE), Inside IR35
3 Month Initial Interim Contract
Hybrid – Travel Required

This role reports to the Asset Transfer and Disposal Business Partner.
Hours: 37 per week, Monday–Friday.

We are seeking an experienced Transfer & Disposals Surveyor to support a Local Authority in delivering its property transfer and disposal programmes. You will play a key role in ensuring assets are managed, reviewed, and released in line with statutory requirements, financial objectives, and the Council’s Strategic Asset Management Plan.
This role is essential in helping the Council optimise its estate, ensure assets are in the right locations for effective service delivery, and drive value from acquisitions and disposals.

About the Transfer & Disposals Surveyor role:

  • Deliver the Council’s transfer and disposal programmes in full compliance with Section 123 of the Local Government Act 1972.
  • Support the implementation of the Strategic Asset Management Plan, ensuring the organisation holds the right assets to meet service needs.
  • Contribute to asset class reviews and assist in the development of asset class strategies.
  • Undertake options appraisals for community and surplus properties, supported by feasibility studies and viability analysis.
  • Prepare and develop business cases that deliver financially sustainable property solutions aligned with Council priorities.
  • Oversee and manage property transfers and disposals in a timely manner while maintaining full process compliance.
  • Draft Heads of Terms and instruct Legal Services for transfers, sales, leases, and collaborative arrangements such as joint ventures.

Your previous experience as a Transfer & Disposals Surveyor:

  • Educated to degree level (or equivalent) within a relevant property or surveying discipline.
  • Demonstrable experience in estate management, particularly asset transfers and disposals.
  • Ability to work at pace, manage deadlines, and operate effectively under pressure.
  • Able to attend the council’s offices for up to 2 days per week. There is potential for flexibility on this.
