We are seeking an experienced senior consultant to lead the development of a new Housing Asset Management Strategy for a London Borough. This work will underpin the ambitions of the Council’s new Housing Strategy 2026–31 and shape the long‑term future of a significant housing portfolio of c.16,000 tenants and 4,000 leaseholders.

You will set the strategic direction for how the Council manages, invests in, and optimises its housing assets, ensuring alignment with regulatory requirements, net‑zero commitments, and the wider Housing Revenue Account (HRA) Business Plan.

 

About the Housing Asset Management Strategy Lead role:

  • Develop a clear vision for the effective use of all housing assets, reflecting changes to national policy, Decent Homes, energy performance, and the Right to Buy framework.
  • Set out how the Council will meet all requirements of the Regulator of Social Housing and the Building Safety Regulator, ensuring long‑term compliance across the stock.
  • Shape a deliverable approach to the Council’s net‑zero ambitions by maximising energy‑efficiency opportunities, external funding, and resource optimisation.
  • Use stock condition survey data to inform a robust programme of planned works, reducing reliance on responsive repairs and guiding long‑term investment.
  • Lead collaborative engagement with residents, Finance, Procurement, the GLA, London Fire Brigade, and other key partners to build shared ownership of strategic objectives.
  • Produce a full Strategy and Action Plan for Cabinet approval, aligned with the Housing Strategy and setting out a compelling vision for the future of social housing in the borough.

 

Your previous experience as a Housing Asset Management Strategy Lead:

  • Senior‑level experience delivering asset management or strategic housing programmes for large social housing landlords.
  • Local authority experience highly desirable (including ALMOs/subsidiaries); strong RP candidates will also be considered.
  • Exceptional report‑writing, communication, and presentation skills, with experience working across complex stakeholder groups.
  • Strong understanding of the regulatory, financial, and policy landscape affecting social housing, particularly in London.
  • Experience navigating politically sensitive environments and producing high‑quality strategy documents.
