Reporting into the Local Government Reorganisation Senior Responsible Officer and Joint Chief Executives, you will hold overall responsibility for the delivery of the LGR portfolio across multiple authority areas within the South East. You will lead the system‑wide Portfolio Management Office, manage complex workstreams and ensure a safe, legal and well‑planned transition to the new operating model. This role requires extensive experience in large‑scale transformation, strong political awareness, and the capability to lead senior stakeholders including Members and Chief Executives.
Your Role as Director of Local Government Reorganisation:
- Provide strategic direction for the full LGR portfolio, setting and maintaining the roadmap, critical path and milestones
- Establish and oversee the Portfolio Management Office (PMO), ensuring disciplined governance, assurance, reporting and delivery structures
- Translate political ambition into measurable, deliverable implementation plans
- Ensure all legal, constitutional, financial and governance requirements for LGR readiness are in place
- Develop strong working relationships with Leaders, Members, Chief Executives and partner organisations
- Lead communications and engagement with residents, staff, unions and stakeholders
- Oversee organisational development and workforce transition, including TUPE
- Drive ICT transition planning, data migration and information governance
- Hold responsibility for programme budget, benefits realisation, contract mapping and commercial planning
- Ensure service continuity planning and full day‑one readiness
- Provide leadership to PMO Lead and Workstream Leads across Legal & Governance, Finance & Commercial, HR & TUPE, Digital & Data, Communications & Engagement, Assets & Estates, and Service Integration
Your Previous Experience as a Director in a similar role:
- Extensive senior leadership experience delivering large‑scale public sector transformation or reorganisation
- Proven ability to operate within complex, multi‑authority portfolio environments
- Demonstrable track record of delivering major programmes on time, within budget and to agreed standards
- Significant experience working directly with elected Members, Leaders and Chief Executives
- Strong background in organisational redesign, workforce transition and digital transformation
- Commercially astute, with experience managing large budgets and benefits frameworks
- Sound understanding of local government legislation, governance requirements and LGR processes
- Ability to lead, influence and build trust across complex political and organisational landscapes
