Join a proactive Local Authority in the West Midlands as an Interim Operations Manager / Responsible Individual, delivering high-quality care and compliance across six children’s homes. This is a fantastic opportunity to make an immediate impact as part of a major transformation programme in children’s residential services, working closely with managers and staff to drive improvement and free up strategic capacity.

This is a highly visible, site-focused role, requiring you to base yourself in the West Midlands and travel between homes. Flexible working arrangements are available, with one day per week working from home.

Key Responsibilities of Service Manager – Children’s Residential:

  • Hold the Responsible Individual role for the Council.
    • Provide operational oversight of 6 homes:
    – 2 short breaks homes
    – 3 EBD homes
    – 1 Edge of Care provision (short-term assessments to support young people returning home).
    • Ensure homes are Ofsted inspection-ready and compliant with Quality Standards and Children’s Homes Regulations (2015).
    • Build strong relationships with staff and managers across Staffordshire.
    • Safeguard and promote the well-being of children and young people.
    • Support managers and staff with training and development to achieve “Good” outcomes.
    • Drive improvement and contribute to the transformation programme.

Current Status of Homes:

  • 1 home under compliance notice
  • 2 homes rated “Good”
  • 2 homes rated “Requires Improvement”
  • 1 RI with compliance notice
  • 1 in process of registration (Edge of Care)
  • All homes have permanent managers and stable staff groups, except one requiring an interim RM due to sickness (clear action plan in place).

Experience Needed for Service Manager – Children’s Residential:

  • Social Work qualified.
  • Ideally Level 5 Children’s Home Management Qualification.
  • Previous experience as a Responsible Individual and/or Registered Manager with Ofsted.
  • Proven track record of improving practice and leading homes through Ofsted inspections.
