Due to upcoming SEND and Alternative Provision reforms, a Southwest County Council is seeking an experienced Programme Lead – Alternative Provision to design, develop, and deliver key service workstreams. This role will engage with schools, parents, carers, and stakeholders to secure good outcomes for children and young people, ensuring services provide excellent value for money and align with both local priorities and national policy reforms through the DfE SEND and Alternative Provision Change Programme.

Your duties as Alternative Provision Operational Lead:

  • Lead the design, development, and delivery of Alternative Provision workstreams.
  • Develop and implement a comprehensive programme plan aligned with national SEND/AP reforms.
  • Prepare reports and documentation for the council and the Department for Education.
  • Coordinate strategic programme activities, tracking progress and managing risks.
  • Work collaboratively with schools, local education providers, and parent/carer groups, internal commissioning and QA Officers.
  • Manage contracts, financial resources, and service development initiatives.

Experience needed as Alternative Provision Operational Lead:

  • Proven leadership in SEND, inclusion, and multi-agency collaboration.
  • Strong experience in programme management and policy implementation within education or local government.
  • Experience  implementing a three-tier model of Alternative Provision (AP).
  • Understanding or national policy and expectations under the Change Partnership Programme (CPP).
