Senior Finance Accountant – Capital and Projects
Location: South West (hybrid)
Rate: Up to £900 per day (inside IR35)
Contract: 6 months

The OpportunityAn excellent opportunity has arisen for an experienced Senior Finance Accountant to lead on capital and project finance within a local authority setting. This six-month assignment will play a key role in strengthening financial governance, improving capital programme management, and delivering enhanced reporting and controls across a complex capital portfolio.

You’ll work closely with senior finance, property, and programme colleagues to ensure the Council’s capital strategy and financial framework are robust, well-governed, and aligned with the Medium Term Financial Strategy.

Key Responsibilities

• Establish and embed operational governance arrangements for a new Capital Governance Board.
• Provide strategic advice and support to the Board, senior officers, and Members.
• Lead a fundamental review of Capital Programme Expenditure and Funding Streams, identifying opportunities for efficiency, improved forecasting, and optimal use of resources.
• Review and strengthen the Capital Strategy, Capital Programme, and interdependencies with the Treasury Management Strategy.
• Collaborate with Programme and Project Managers, Finance Business Partners, and Corporate Finance teams to enhance project management, reporting, and accounting arrangements.
• Develop and deliver guidance and training to finance and non-finance officers on capital expenditure, funding rules, and procedures.
• Review and implement capital expenditure controls
• Work with Property colleagues on asset rationalisation and capital receipts to support delivery of the Medium Term Financial Strategy.
• Align capital budget approvals with balance sheet monitoring and implement in-year control procedures.
• Establish quarterly processes for capital receipts reconciliation and ensure integration with the asset register.
• Engage with Property and Legal teams to ensure whole-system financial controls are embedded.

About YouYou will bring significant experience in:

• Senior-level local government finance, ideally as a Capital Accountant, Finance Business Partner, or Head of Finance (Capital/Projects).
• Delivering and strengthening capital governance frameworks within large or complex public sector organisations.
• Providing strategic financial advice to Boards or senior stakeholders.
• Implementing effective financial control environments and driving operational improvements.
• Strong technical understanding of capital accounting, funding rules, and Treasury Management.

Professional qualification (CIPFA, ACCA, CIMA or equivalent) essential.
