Interim Commissioning Manager – Children’s Services
3-6–month interim contract
North West Local Authority
£425 p/day (via umbrella, inside IR35)
Hybrid – 1 day on site working required (can be flexible)

Baltimore Consulting are currently partnered with a Local Authority in the North West who are seeking an experienced Commissioning Manager to support in delivering vital services for children and young people. This interim role will focus on commissioning placements for care leavers, covering areas such as leaving care services and children’s homes.
Your role as the Commissioning Manager:
• Lead and manage commissioning activity for placements and leaving care.
• Deliver a defined work programme with clear outcomes, no line management responsibilities.
• Run and oversee procurements, tenders, and provider forums.
• Build strong relationships with placement coordinators, providers, and Assistant Directors in Children’s Services.
• Strengthen provider engagement and market development at a critical and busy time for the team.
Your previous experience as a Commissioning Manager:
• Significant experience in children’s services commissioning.
• A strong background in procurement, tenders, and market management.
• The confidence to establish organisation, structure, and effective provider relationships.
• Proven ability to deliver results in a fast-paced environment.
