Interim Programme Manager – Adult and Childrens Social Care Transformation £700 per day via Umbrella

As the Programme Manager, you will lead organisational redesign and transformational projects across Adult Social Care (ASC) and Children’s Social Care (CSC). You will operate from the Corporate PMO, supporting both directorate DMTs and ensuring the realisation of programme benefits.

About your role as Programme Manager

• Drive delivery of change projects across strategic, frontline, and support functions to achieve corporate objectives.
• Deliver a design-led approach to project work, gathering insights, prototyping solutions, and implementing creative ideas for change.
• Lead multi-disciplinary project teams to co-design and implement solutions, fostering a positive, results-focused environment.
• Facilitate creation of project workstreams and boards, ensuring efficient allocation of resources and expertise.
• Analyse budgets and track savings projections across programmes to ensure timely delivery aligned with objectives.
• Implement change projects, transition planning, and stabilisation across the Council and other public sector organisations.
• Manage all aspects of project delivery including feasibility, planning, dependencies, risks, and governance.

About you as Programme Manager

• Innovative approach to complex situations, generating new perspectives and radical solutions.
• Influential communicator with high-level written and verbal skills, fostering commitment across all levels.
• Ability to manage change and prioritise effectively, with a track record of collaborative working and motivating others.
• Demonstrable programme and project management, service redesign, transformation, and change management skills.
• Excellent political awareness.
• Comprehensive understanding of local government policy issues, service co-design, funding, and public involvement.
• Knowledge of both waterfall and agile project management methodologies.
• Understanding of transformation, service co-design, and service improvement models and best practices.
• Experience managing and delivering programmes in a local authority environment.
• Extensive experience in service redesign and change projects that improve customer-focused delivery and deliver savings.
