Transformation Senior Project Manager / Programme Manager – SEND & Education
Location: East Midlands (Hybrid, 2 days on site)
Rate: £600/day (Inside IR35, via Umbrella)
Contract: 6 months
 
We are seeking an experienced Senior Project/Programme Manager to lead key SEND and Education transformation projects within Children’s Services as part of the DSG Recovery Plan.
You will focus on reducing demand for EHCPs and High Needs Funding, improving early support, reducing permanent exclusions, and delivering sustainable service improvements that enhance outcomes for children, young people, and families.

Key Responsibilities

• Lead and coordinate SEND and education transformation projects, ensuring delivery of the SEND Strategy.
• Manage risks, budgets, KPIs, and reporting to senior leaders, elected members, and regulators.
• Build strong partnerships with schools, health, social care, and parent/carer groups.
• Drive compliance with the SEND Code of Practice and embed continuous improvement.
   

Person Specification

• Proven project/programme management experience in children’s services, education, or SEND.
• Strong stakeholder engagement skills at senior and practitioner level.
• Professional Project Management qualification (e.g., PRINCE2, MSP, Agile).
• Track record of delivering transformational, non-IT projects.
• Experience with Safety Valve or Delivering Better Value programmes desirable.
