A Midlands based Council is seeking an Education Capital and Place Planning Officer to support the delivery of its statutory duty to secure sufficient education provision across the region. The role involves planning and reviewing demand, contributing to the commissioning of new places, supporting school conversions to academies, and shaping policies for 0–25 educational provision. The post holder will lead and coordinate capital projects to improve the maintained schools estate, with a focus on decarbonisation and implementation of the DfE’s Good Estate Management System (GEMS), ensuring projects meet specification, quality, budget, and timeline targets through effective collaboration with consultants and contractors.

Your Role as Education Capital and Place Planning Officer:
 

  • Lead statutory school place planning, working closely with internal teams, schools, developers, and contractors to forecast demand and coordinate provision.
  • Monitor planning applications to identify and negotiate Section 106 contributions, using robust data and costings to support infrastructure needs.
  • Manage specific school capital projects, ensuring delivery within time, cost, and quality targets, while overseeing consultants, stakeholder engagement, and statutory consultations.
  • Stay up to date with relevant legislation, policies, and guidance to ensure effective delivery of the Schools Capital Programme.
  • Evaluate procurement and delivery methods, support schools in asset management planning, and promote decarbonisation through targeted funding opportunities.

 
Your previous experience as an Education Capital and Place Planning Officer:
 

  • Proven experience in commissioning, procurement, and delivery of education capital projects, including stakeholder engagement and risk management.
  • Strong understanding of demographic analysis, school capacity planning, and the impact of housing developments on education provision.
  • Skilled in interpreting cost plans, financial profiles, and using project management tools to monitor progress and meet statutory deadlines.
  • Knowledgeable in DfE design guidance, Education Act 2011, and statutory duties related to school place planning and early years provision.
  • Effective communicator with the ability to build professional relationships across diverse stakeholders, including schools, councils, and government bodies.
