Service Lead – Parking

£450- £500  per day (umbrella) scope for negotiation

Hybrid Full time position

Initial interim 3 month contract

Are you an experienced parking professional with a passion for delivering high-quality services? Our client is seeking a Parking Services Manager to lead and develop all aspects of parking operations across the council.

 

You will take responsibility for the strategic development and management of parking services, including on- and off-street parking, civil parking enforcement, and moving traffic enforcement. Working closely with the Network Manager and Head of Highways and Transport, you will help shape policy and service objectives that support the council’s Local Transport Plan and Climate Change Strategy.

 

About your role as Service Lead Parking:

 

  • Develop and maintain the Council’s parking strategy and ensure compliance with all relevant legislation.
  • Manage contractor performance to deliver excellent customer service and uphold DfT guidance.
  • Lead on parking contract development and procurement.
  • Oversee parking IT systems and manage assets such as signage, cameras, and payment machines.
  • Ensure TROs, lines, and signs are enforceable and support EV charging rollout.
  • Produce annual service plans and reports, and mentor staff for continuous improvement.
  • Advise Cabinet members, attend committees, and contribute to policy development.
  • Manage parking budgets, forecasting income and expenditure effectively.

 

Your required experience as Head of Corporate Parenting:

 

  • Significant experience as a parking subject matter expert in a Local Authority setting.
  • Strong leadership skills with a track record of developing teams.
  • Excellent knowledge of the Highways Act, Traffic Management Act, and related legislation.
  • Budget management experience and proficiency in parking IT systems.
  • Outstanding analytical, decision-making, and communication skills.
  • Professional membership of a Highways and Transport institution and ongoing CPD are desirable.
  • Available references for most recent 2 year’s roles
